Fix up LCD_PROGRESS_BAR

Browse Source 
- Some messages should not expire with `PROGRESS_MSG_EXPIRE`.
- Simplify conditional for progress bar with sanity checks.
- Rename `messageTick` to `expireStatusMillis` and make it the expire
time.
